The LAND DEVELOPMENT ORDINANCE or LDO was adopted by the Board of Commissioners in November 2013 and supersedes the 2008 Zoning Ordinance
The Table of Contents of the new LDO is very extensive and shows the section titles and subsection content with their page numbers.  The Zoning Districts are broken down into four sections based on whether the property is in a Residential Zoning District, Transitional Zoning DistrictNonresidential Zoning District, or Overlay/Conservation Zoning District.  Additions to the LDO include two sections on landscaping  - Planting & Preservations Standards for Trees and Landscaping and Landscaping and Vehicle Accommodation Area Requirements, as well as a section on Parking, Sign Regulations, and Screening, Fencing, & Buffer Yard Standards & Requirements.  A section on Site Plan Standards for Commercial and Residential Structures with over 5,000 square feet was added after the Planning Board and Board of Commissioners reviewed information and enacted a new Town Ordinance for such structures in 2010.

The Planning and Inspections Department wanted to remind everyone of the "Weeds and Noxious Growth" Ordinance set by the Town.  The ordinance states "It shall be unlawful for any owner, lessee or occupant, or any agent, servant, representative or employee of any such owner, lessee or occupant having control of any lot or land or any part thereof in the town to permit or maintain on any such lot or land any growth of weeds, grass, or other vegetation to a height greater than six inches (6") on average, or any accumulation of dead weeds, grass, or brush."

The Planning and Inspections Department reviews and monitors all development that occurs within the town limits as well as the Extra Territorial Jurisdiction (ETJ).  The department is responsible for the execution of zoning, subdivision, and enforcement issues; flood plain management which effects flood insurance ratings for individual insurance policies; processing building and zoning applications; and inspecting construction for compliance with the North Carolina State Building Codes. We are also responsible for monitoring changes to the exteriors of structures located within the Town's Historic District.  Our staff provides support to the Board of Commissioners (BOC), Planning Board, the Board of Adjustment (BOA), and the Historic Preservation Commission (HPC).

Changes and additions have recently been made to the Forms and Documents page for the department. We continue to work on new brochures to help with what service you may need within the Town and department.  Any brochure created will be listed below and on the forms and documents page as we continue to build our website.

If you need an inspection on your job site, we require a 24-hour (one day) notice prior to the requested inspection in order to make a schedule for the inspector so quality time can be spent with customers in the field. However we do same day inspections if time allows.  You may email your request to or call Debbie at 252/728-2142 to schedule an inspection.
