Town of Beaufort Announces Senior Planner Appointment and Planning Department Transition

June 11, 2026 

Beaufort, NC- The Town of Beaufort is pleased to announce the appointment of Charles (Charlie) Rocci as the Town's new Senior Planner, effective as soon as reasonably practical following July 1, 2026. Mr. Rocci brings direct municipal (coastal) planning experience and educational training that will reinforce Beaufort's planning, development review, historic preservation, and community development efforts. His appointment comes as the Town prepares for the upcoming retirement of Planning Director Kyle Garner, who has faithfully served the Beaufort community and organization for many years.

To ensure a seamless transition and continuity of service, Mr. Rocci will work alongside Mr. Garner throughout the months of July and August 2026. During this transition period, Mr. Rocci will shadow and train with Mr. Garner, allowing for the transfer of institutional knowledge, ongoing project coordination, and continued support of the Town's planning initiatives. As part of this organizational transition, the Town will implement a realignment of departmental responsibilities effective September 1, 2026.

Beginning September 1, Assistant Town Manager Elizabeth Lewis will assume oversight responsibilities for:

  • Planning & Inspections
  • Community Engagement/ Parks & Recreation
  • Public Information
  • Information Technology (IT)
  • Paid Parking Operations

Under this structure, Mr. Rocci will oversee the day-to-day functions of the Planning Department and report directly to Assistant Town Manager Lewis. This organizational alignment is intended to foster greater collaboration among departments that support community development, public communication, customer service, downtown revitalization, and strategic planning initiatives. The Town also intends to provide opportunities for Mr. Rocci to expand his professional experience in specialized municipal planning disciplines, including Historic Preservation, revitalization efforts, and other projects that support Beaufort's long-term vision.
