Matt Zapp has served as Town Manager of Beaufort since April 2025. He brings more than 20 years of municipal management experience, with a career focused on effective local governance, organizational leadership, and community-centered service delivery.
Matt holds a Master of Public Administration with a coastal concentration from the University of North Carolina Wilmington. He earned his undergraduate degree in English and Philosophy, providing a strong foundation in critical thinking, communication, and public leadership.
A longtime student and supporter of the UNC School of Government, Matt has completed numerous professional certifications and programs, including Municipal and County Administration, the Public Executive Leadership Academy, and multiple human resources and local government law programs. He is also a graduate of the Rural Economic Development Institute (REDI), the Roger Schwarz Skilled Facilitator Program, and Optimize, a professional coaching designation developed by Brian Johnson.
Matt and his wife, Haley (Miller) Zapp, have seven children and have called North Carolina home since 2010.
