New HR Manager Joins Town Staff

BEAUFORT – The Town of Beaufort is happy to announce the hiring of a Human Resources Manager.

Barbara Cooper joined the Town as the part-time Human Resources Manager on July 26, 2021. Cooper brings a wealth of experience to the Town.

Cooper, a graduate of the University of North Carolina at Greensboro, has served in a variety of roles in the Human Resources field to include working as the HR Development Consultant to the North Carolina State Ports Authority in Morehead City and serving as the Human Resources Director at Carteret Community College for 11 years. Cooper is currently an HRD Instructor at Carteret Community College teaching a variety of courses from Notary to GED and Adult Basic Education.

Barbara is the perfect person to be the Town’s HR Manager,” said Town Manager John Day. “We are incredibly fortunate she was already living here and willing to come out of retirement to share her wealth of expertise with us!”

“I am excited about this opportunity to serve the Town of Beaufort and its employees,” said Cooper. “I love helping others be successful and look forward to the challenges that are awaiting me.”

Cooper’s motto is a quote by Robert Louis Stevenson, “Don’t judge each day by the harvest you reap but by the seed that you plant.” 

“She has really hit the ground running, giving much needed attention to a backlog of HR issues” Day said.  “In addition to the many day-to-day activities, one of Barbara’s first big projects will be overseeing the creation of the town’s first position classification plan, updating of the personnel policy manual, and a review of the town’s pay plan through the NC League of Municipalities’ consulting services.”

The Town of Beaufort has 82 employees.
