Sealed Statements of Qualifications from competent offerors for the FRONT STREET TOWN DOCKS FUEL STORAGE DESIGN & BUILD project will be received by the Interim Town Manager of the Town of Beaufort at Town Hall, 701 Front Street, Beaufort, NC until 12 p.m. Eastern Daylight Savings Time on Friday, Jan. 17, 2025.
Statements of Qualifications are being sought from competent project teams interested in designing, furnishing, and constructing a fuel storage and delivery system for the Beaufort Town Docks located adjacent to Front Street. The design and build project is expected to include a geotechnical survey, a design plan, installation of an underground fuel storage tank, fill and discharge piping, a transfer/ pumping system, electrical controls, and related appurtenances.
This Request for Qualifications (“RFQ”) is subject to the competitive negotiation provisions outlined in North Carolina Statute §143-128.1A, “Design-build contracts.” Accordingly, the design-build contract is subject to a specific statutory process with the design-builder being initially selected based on qualifications. Consistent with the Mini-Brooks Act (G.S. 143-64.31), contract costs will only be negotiated after the best qualified design-builder is initially selected.
The Town requires that qualifications statements be sealed. Sealed qualifications statements will be received at the location stated above. Those received by telephone, email, facsimile, or any other means of electronic transfer will not be accepted. The Town of Beaufort is not responsible for late delivery by the United States Postal Service or any other courier. All inquiries for information regarding this RFP are to be directed to the Town of Beaufort staff member issuing this request for proposals.
Offerors must be properly licensed under Chapter 87 of the North Carolina General Statutes and under Municipal Code 11-9 for all portions of the work that require licensure.
The Town's selection process will consider several factors, including but not limited to, previous experience with this type of project, financial strength of the project team, use of local suppliers, employees and subcontractors, and ability to complete the project in a timely fashion. The Town of Beaufort reserves the right to waive any informalities, to reject any or all proposals, and to enter into a contract based upon the proposal deemed to be in the Town’s best interest.
