The Town of Beaufort (“Town”) is requesting Statements of Qualifications (SOQs) from Qualified Professional Firms interested in performing a space needs assessment for the the Town of Beaufort’s Public Works Division. Any firm wishing to be considered must be properly registered with the Office of the Secretary of State and with North Carolina Board of Architecture and Registered Interior Designers or the North Carolina Board of Examiners for Engineers and Surveyors.

Background

The Public Works facility is located at 412 Hedrick Street. It occupies approximately 3 acres while encompassing two parcels and part of another. There are six buildings/sheds located at the site to include a 32+ ft. x 40+ ft. administration building, a 50+ ft. x 100+ ft. garage, a 40+ ft. x 50+ ft. carpenter shop, a 33+ ft. x 37+ ft. storage building, a 7+ ft. x 15+ ft. wash storage shed, and a 16+ ft. x 36+ ft. sign shop. The administration building houses three offices, a breakroom, and bathrooms.

The property also is used for on-the-ground storage of various materials as well as parking of Public Works vehicles and equipment plus an assortment of discarded vehicles and equipment. Additionally, a Town of Beaufort elevated water storage tank is situated on the property.

The Public Works facility is located adjacent to the Randolph Johnson Park. Renovation of the park was completed early in 2021. The elements added by the renovation were first proposed by the Master Plan Report for Randolph Johnson/Water Tower Park adopted by the Board of Commissioners on April 9, 2018. The master plan also proposes the relocation of Public Work operations to make way for the expansion of the park. In fact, the 2018 plan notes that “the Town voiced for several years the vision of redeveloping the Public Works facility …into ‘Water Tower Park’ upon relocation of that Public Works facility to another location.”

Currently, a 10.7-acre tract is being investigated as potential site for the Public Works facility and a water treatment plant. Accordingly, the Town desires to assess the needs of the Public Works Division and from that assessment, determine the space needs and site requirements for the operations of the Public Works Division. The Town may also wish to have a conceptual site layout prepared in cooperation with the consultant performing the current site investigation should the site be determined to be suitable.
