Sewer System Improvement Project 

Clean & CCTV Inspection Contract

Beaufort, North Carolina 

Sealed informal Bids for the construction of the Beaufort Sewer System Improvement Project – Clean & CCTV Inspection Contract will be received by the Town of Beaufort, at the office of Rivers and Associates, Inc. located at 107 East Second Street, Greenville, North Carolina, until 2:00 P.M. local time on Thursday, May 27th, 2021 at which time the Bids received will be privately opened and read.  The Project includes the following work: 

                          47,530 LF    Clean and CCTV Gravity Sewer Lines

Bids must be submitted on the complete project.  Bids must be enclosed in a sealed envelope, addressed to the Town of Beaufort, in care of Rivers and Associates, Inc., 107 East Second Street, Greenville, North Carolina 27858 (parcel service) or P.O. Box 929, Greenville, North Carolina 27835 (US Mail) and the outside of the envelope must be marked “Bid for Town of Beaufort, Sewer System Improvement Project, Clean & CCTV Inspection Contract”.  All bids must be made on blank forms provided and included in the bound document. The name, address, and license number with limitation and classification of the Bidder must be plainly marked thereon. 

Contractors are notified that North Carolina G.S. 87 relating to licensing of contractors will be observed in receiving bids and awarding contracts. 

The Issuing Office for the Bidding Documents is Rivers & Associates, Inc.  Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 AM – 5:00 PM local time, and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Bidding Documents also may be examined at ConstructConnect Plan Room www.constructconnect.com and the Town of Beaufort, 701 Front St., Beaufort, North Carolina 28516. 

Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of a deposit of $50.00 for each set.  Bona fide bidders who return full sets of the Bidding Documents in good condition (suitable for re-use) within 10 days after receipt of Bids will receive a full refund.  An additional electronic (.pdf) version of plans and specifications may be purchased for an additional $35.00 non-refundable fee.  Checks for Bidding Documents shall be payable to “Rivers & Associates, Inc.”.  Upon request and receipt of the document deposit indicated above, the Issuing Office will transmit the Bidding Documents.  The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents.  Partial sets of Bidding Documents will not be available from the Issuing Office.  Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

American Iron and Steel

Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.
