HEAVY EQUIPMENT OPERATOR (PUBLIC UTILITIES)
General Statement of Duties
Performs responsible semi-skilled and skilled work in the operation of large motorized equipment that requires special skill and care around traffic and underground and overhead utilities.
Distinguishing Features of the Class
An employee in this class operates backhoes, loaders, and other heavy construction or specialized equipment. Work includes performing routine maintenance and servicing of equipment used. Work also includes assisting with a variety of unskilled or semi-skilled tasks when assigned to a crew. Work may occasionally involve a lead worker role. The employee may occasionally be on-call or respond to emergency call-back for utility needs. The employee is subject to hazards associated with public utilities including working in both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as loud noises, vibration, moving mechanical parts, electrical current, chemicals, odors, dusts, mists, and oils. Work in sewer lines may subject the employee to the final OSHA standards on blood borne pathogens. Work is performed under regular supervision and is observed occasionally while in progress or upon completion. Some independent judgment is exercised.
Duties and Responsibilities
Operates a backhoe/excavator to dig out asphalt, ditches, and repair or install sidewalks and storm water management systems; digs down to water and sewer lines for construction, maintenance or repairs.
Operates a sewer vacuum truck and sewer flush truck to assist with cleaning and repairing water and sewer lines.
Washes and cleans assigned equipment; performs routine servicing such as checking fluid level, tire pressure, changing oil and filters and greasing equipment.
Performs related duties as required.
Knowledge Skills Abilities
Working knowledge of water and sewer line construction and maintenance methods, materials and requirements.
Working knowledge of traffic laws and regulations governing equipment operation.
Working knowledge of the principles and practices of operating and servicing equipment.
Working knowledge of the occupational hazards involved and the safety precautions necessary to operate large equipment in heavy traffic.
Working knowledge of asphalt and concrete construction and building and grounds maintenance methods.
Skill and care in the operation of large specialized equipment.
Ability to understand and follow oral and written directions.
Ability to make minor repairs and adjustments to equipment.
Ability to deal courteously with the public and co-workers.
Ability to work independently and without close supervision.
Working knowledge of water and sewer line construction and maintenance methods, materials and requirements not required but preferred.
Physical Requirements
Must be able to physically perform the basic life operational functions of climbing, stooping, kneeling, crouching, crawling, pushing, pulling, reaching, walking, lifting, and hearing.
Must be able to perform heavy work exerting up to 100 pounds of force occasionally; and/or up to 50 pounds frequently; and/or up to 20 pounds of force constantly to move objects.
Must possess the visual acuity to operate mobile equipment in a safe manner and to make some simple records of work activities.
Desirable Education and Experience
Any combination of education and experience equivalent to ability to read and write and considerable experience in the operation of heavy motorized equipment. Prefer experience with street and utility construction and maintenance. Minimum education equivalent to a GED or high school diploma preferred.
Special Requirements
Possession of a valid commercial driver’s license issued by the State of North Carolina.
Beginning salary is $ 35,086.96-$43,857.45 depending on qualifications. Competitive benefits package including health, dental, NC retirement, 5% 401k contribution, paid vacation and sick leave.
