Town Planner

The Town of Beaufort, NC (pop. 4,600) which is considered one of the fastest growing and environmentally diverse coastal communities, has a vacancy for a Town Planner. 

This position performs planning and technical work requiring extensive knowledge of land use planning, administration of development ordinances as well as assisting the Planning Director with short/long term planning needs.

Qualified applicants should be able to exercise independent judgment and interpretation of zoning maps, land and subdivision ordinances as well as other state, regional and local plans. 

Involvement with the Historic Preservation will also be required. 

Applicants should have knowledge of ArcGIS software and experience with Microsoft Office Suite, oral and written presentations to boards, commissions and citizens. 

Four year degree in planning, geography, public administration or related field with some planning experience is required. 

AICP designation preferred.

Hiring range $47K to $58K DOQ.

The Administration department provides oversight of all Town departments and activities through the Town Manager, who serves as the Town's chief executive officer. The Town Manager is also responsible for implementing the policies and enforcing the ordinances enacted by the Town Board.

The Town Clerk maintains official records, including agendas and minutes of Board of Commissioners meetings.

The Public Utilities Department aims to provide safe potable water and efficient, environmentally safe collection and treatment of waste water for its citizens and visitors. Utilities staff is available around the clock. If you have an emergency after hours please call (252) 241-3525 for water and (252) 241-5164 for sewer.

Finance Department collects all revenue for the Town, is responsible for the monthly billing of water, sewer, and solid waste, and provides customer service for any questions regarding these issues.  For more information contact Finance Director Christi Wood.

The Beaufort Fire Department, is dedicated to providing public safety services to the Town's citizens and strive to minimize losses and suffering through emergency service delivery, public education, public information, and community service activities.

Beaufort Police Department

The Beaufort Police Department is a full-service public safety agency charged with protecting the lives and property of residents and visitors while reducing the incidence and fear of crime. This charge is carried out with honor, integrity, and pride at all times while maintaining the highest ethical standards to safeguard the public's trust and confidence.

The Public Works department maintains public rights-of-way, streets, signage, bike and pedestrian paths, sidewalks, stormwater management, parks, public restrooms, and the boardwalk.

Staff perform routine repairs, monitor roads and rights-of-ways for cleanliness and safety hazards, and maintain landscaping on all Town-owned property.

Public Works maintains and repairs Town-owned vehicles and equipment, as well as Town-owned buildings and grounds.

The governing body consists of a mayor and five commissioners, all elected at-large. The mayor, who serves a four-year term and only votes in the case of a tie, is the presiding officer at meetings of the Town Board. The commissioners serve 4-year staggered terms.

The Town operates under the council-manager form of government, where the Town Board serves as the legislative body and the Town Manager serves as the chief executive officer, responsible for administering the Town government.

The Board of Adjustment is composed of five regular members and two alternates. Three of the regular members and one alternate are appointed by the Town of Beaufort Board of Commissioners and reside within the Town's corporate limits. Two regular members and one alternate are appointed by the Carteret County Board of Commissioners and reside within the extraterritorial jurisdiction (ETJ) of Beaufort.

Meeting Times:

The Town of Beaufort Parks and Recreation Advisory Board meets the first Thursday of the month at 6:30 p.m in the Train Depot, 614 Broad Street.

Goals:

The goal of The Beaufort Parks & Recreation Advisory Board is to serve as liaison between the citizens, town staff and town Board of Commissioners while its vision is to represent the community with the promotion of people-friendly parks and facilities, while anticipating future needs and trends.

The Town’s annual budget process is a method of planning and communicating operational and capital objectives and allocating financial resources to achieve them.

The process is usually performed over several months. The North Carolina Local Government Budget and Fiscal Control Act (NCGS 159, Article 3) requires local governments to adopt an annual budget by June 30 of each year, based on the state mandated fiscal year which runs from July 1 to June 30.

What is a Certificate Of Appropriateness (COA)?

A Certificate Of Appropriateness (COA) is a permit that is required before work can begin on exterior changes to buildings or their setting, new construction, relocation, and partial or whole demolitions and all signs in the historic district.

Established in 1709, Beaufort, N.C., is a quaint coastal town located on Beaufort Inlet, a channel leading south to the Atlantic Ocean. The third oldest town in the state and seat of Carteret County, Beaufort has a residential population of about 4,000 with a high influx of visitor traffic during the warmer months.

DUTIES: The Town of Beaufort is currently accepting applications for a Reserve Police Officer position in the police department. The Beaufort Police Department provides full police services to the community including community policing, traffic and criminal law enforcement, emergency response, investigations and special events. The department serves a community of approximately 4,500 permanent residents and with an increased summer population of residents, visitors, and summer guests.

All park spaces are available on a first come first serve basis and cannot be reserved.

NOTICE: Effective January 1, 2024, the Beaufort Train Depot is not available for rentals Monday-Friday between 8a.m.- 5 p.m. 

October 16, 2023: The splashpad is closed for the season. 

March 22, 2023: The Splashpad is scheduled to open for the season on Saturday, April 29. Hours will be 8 a.m.-8 p.m.

Sept. 30, 2022: The splashpad is officially closed for the season. See you in 2023! The rest of the park remains open. 

The final day of the 2022 splashpad season will be Friday, Sept. 30, 2022. It will reopen in the spring of 2023!

Fishermen’s Park, 920 Front Street, is on Front Street at the end of Gordon Street. This water access area includes a dock, a kayak/canoe launching area and a storage rack that holds more than 20 small kayaks. The storage rack is leased on an annual permitting system. There is a street-side bench and small sandy beach.

Topsail Marine Memorial Park underwent a total renovation in 2020 to transform into a rain garden with viewing vistas, park benches, bike racks, a floating dock. The park is at 230 Front Street.

The retrofit improved the anesthetics of the park and incorporates stormwater management techniques to capture runoff from adjacent impervious surfaces. The improvements to the park include a pervious walkway with bench seating, new bike rack with parking pad, and several rain gardens to capture and infiltrate stormwater.

Grayden Paul Park is located on Front Street directly across from Town Hall and the National Park Service Beaufort Welcome Center at the end of Pollock Street, 700 Front Street. This park is on Taylor's Creek and overlooks the Rachel Carson Reserve. There is a bulkhead, an elevated dock, a floating dinghy dock and a gazebo. This is the primary dinghy dock access to Town for boats anchored in Taylor's Creek. There is a walk-in boat launching area, a kayak storage rack (available by permit).

Lynn Eury Park is just east of Grayden Paul Park across from Town Hall and the National Park Service Beaufort Visitor's Center, 702 Front Street. The park offers open views of Taylor's Creek. There are 2 picnic benches. 

John Newton Park

John Newton Park, 508 Front Street, is a pocket park under the oak trees situated about midway along the Town Boardwalk off of Front Street. The park is used for various events including the Beaufort Business Association's Rock the Docks Concert Series and Santa's workshop. There are multiple benches in the shade of the oaks which offer a quiet spot for enjoying a break in the downtown area. 

 

 

Curtis Perry Park

Curtis Perry Park is adjacent to the State Wildlife Boat Ramp, 2370 Lennoxville Road. It features picnic areas, walking piers with magnificent views and restrooms. The park is handicap accessible. Curtis Perry Park is also home to Kayak storage facility available to all Town residents through the annual kayak lottery. Vessels on the rack must have proper identification displayed.

Derwood's Landing Park

Derwood’s Landing is at the western end of Broad Street. This park extends to a private boardwalk around a condominium community. The facility consists of a deck with railing and a small floating dock limited to boats under 14 feet. There is no seating, no bike rack and no designated parking. No fishing is allowed from the dock or the walkway.

  • All golf carts must first pass a safety inspection and be registered with the Town of Beaufort in order to be lawfully operated within the city limits.
  • Safety inspections and registration are both required annually and are only valid per the calendar year in which they are registered (Jan. 1st- Dec. 31st).
  • Golf cart owners will be charged a $75 registration fee at time of registration or the renewal of a registration.

Bicycle Safety

The bicycle has been legally considered a vehicle in North Carolina since 1937. Bicyclists have full rights and responsibilities on the roadway and are subject to the regulations governing the operation of a motor vehicle, where applicable. The bicyclist has a right to ride on any state maintained road, except roads of the Interstate Highway system and other fully-controlled access highways.

The Beaufort Police Department wants to remind motorists to come to a full stop when following or approaching a school bus displaying its stop arm and flashing red lights. 

The penalty for passing a school bus with its stop arm out includes a fine and could possibly result in the loss of driving privileges.

What is a Site Plan, When do I need one and what is the process?
A site plan is a representation of a proposed development project. It is a birds-eye view which shows the location of all proposed and existing structures, streetscapes, parking lots, water and sewer facilities, landscaping, and any other conditions and improvements on the site to be developed. Site plans are needed for new commercial structures of more than 5,000 square feet, or a combination of an increase of 20 percent in an existing structure.

Basketball and tennis courts are at the intersection of Cedar, Carteret and Hedrick Streets. A walking path connects the basketball and tennis courts to the restroom facilities at Louis Randolph Johnson Jr. Park. The basketball and tennis courts are available on a first come first serve basis. There are lights for evening play. The courts close at 10 p.m.

The basketball and tennis courts are open from sunrise until 10 p.m.

In accordance with Chapter 72 of the Town of Beaufort Code of Ordinances a single, nonrecurring parade, picket line, group demonstration or public assembly application for permit shall be filed with the Town Clerk at least three days before the parade or public assembly is proposed to commence. The application must be reviewed by the Town Clerk and signed by the Chief of Police.

Many overflows, or SSO’s, are caused by the accumulations of fats, oils, and greases (FOG) in the wastewater collection system. While the collection system is designed to handle and safely transport sanitary waste to the wastewater treatment plant, too much FOG placed into the system can cause clogs and result in an overflow, especially after high flow events such as heavy rains.

TRAFFIC ADVISORY:  Hwy 70 onto Turner St. will be closed on Wednesday, April 10, 2019 to all inbound traffic. The turning lane and South bound lane from Hwy 70 onto Turner St. will be barricaded early Wednesday morning and will remain closed until a repair is made to a water line, which should take approximately 8 hours.

Please use the Hwy 101 entrance/exit for Beaufort on Wednesday.

Water quality swimming alerts issued for two sound-side sites in Carteret County

MOREHEAD CITY – State recreational water quality officials today are alerting the public that initial testing at two sound-side sites in Carteret County showed levels of bacteria exceeding the state’s and Environmental Protection Agency’s recreational water quality swimming standards.

The Town’s stormwater committee was established in 2016 to address flooding and water quality issues.

 

MOREHEAD CITY – State recreational water quality officials today lifted two water quality swimming alerts at a sound-side sites in Carteret County.

Subsequent sampling of the sites show that bacteria levels have dropped below the state’s and Environmental Protection Agency’s standards set for swimming and water play.

Updated Sept. 24, 2019: The storm debris contractor will be finished with their collection on Wednesday 9-25-19. The town will be back to normal operations with current ordinances and schedules in place for yard debris collection starting Monday 9-30-19. Also following collection from the town on Monday, we are going to be running our street sweeper. Just a friendly reminder to keep the streets clear of debris because this eventually ends up in our stormwater drains (which can cause clogging of the lines and possible backups) then to our creeks, streams and estuaries.

Recycling’s Stronger Future

You may have heard recycling is in trouble, but it is actually changing for the better. Before 2018, China was the convenient outlet for unsorted, low value classes of recyclables that domestic markets did not accept. Last January, China restricted the amount of lower quality recyclables that the country would import. Chinese markets would no longer accept foreign bales of unprocessed plastics and mixed paper, and any processed paper and plastic bales must not exceed 0.5 percent contamination.

Tune in to radio and television for advice and instructions on where to obtain medical care and where to get assistance for such necessities as housing, clothes, food and other assistance. Outreach programs will help you cope with the stress of being flooded.

In accordance with Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act, the Town of Beaufort completed and adopted an ADA Transition Plan in August 2022. This plan looks at barriers to accessibility and strategies to address a variety of issues that impact the accessibility of Town services, facilities, sidewalks and streets in the public right-of-way.

  Americans With Disabilities Act Grievance Procedure   This grievance procedure is established to meet the requirements of the ADA. It may be used by anyone who wishes to file a complaint alleging discrimination on the basis of disability in the provision of services, activities, programs, or benefits by the Town of Beaufort.

Sealed Bids from qualified Bidders for the FY20 STREET REHABILITATION AND CONSTRUCTION will be received by the Town Engineer of the Town of Beaufort at the conference room, Town Hall, 701 Front Street, Beaufort, NC until 2:00 pm Eastern Standard Time on Tuesday, March 3, 2020, at which time they will be publicly opened and read.

Governor Extends Stay At Home Order Through May 8, Plans Three Phase Lifting of Restrictions Based on Virus Trends

Beaufort's COVID-19 Response Levels

Level 1 – Manageable number of positive cases in Carteret County. Heightened awareness. Open vehicular access through Beaufort’s three entry/exit points. Social distancing (including hygiene) and Governor Cooper’s executive orders and/or town emergency proclamations are in effect with restrictions imposed that close or limit the operation of businesses.

Duke Energy Progress has a critical maintenance issue within the Beaufort substation that must be repaired. There will be a planned outage on Saturday morning, 4/25/2020 at 12:01 a.m. in order to complete the repairs. The work should take no longer than 15 minutes to repair the equipment. The repairs are needed to ensure continuous delivery of safe and reliable electric service to our customers.

Customers will receive an automated message alerting them to the outage.

What Are The Impacts From Any Tropical System?

All week long the National Weather Service will issue informative messages to help you prepare for the hurricane season. Today’s topic is Strengthening Your Home. 
 
If you plan to ride out the storm in your home, make sure it is in good repair and up to local hurricane building code specifications. Many of these retrofits do not cost much or take as long to do as you may think. Have the proper plywood, steel or aluminum panels to board up the windows and doors. Remember, the garage door is the most vulnerable part of the home, so it must be able to withstand the winds.

Project Update Topics:

Beaufort is striving to be a NC Clean Water Coastal Community, and in many ways we are leading the state in efforts to clean up our waterways. Working closely with NOAA, NC Coastal Reserves, Duke Marine Lab, and TowBoatUS, the Town of Beaufort (shortly after Hurricane Florence) removed 120,000 pounds of debris, 11 derelict vessels, 34 illegal moorings, and 7 car tires. This is an excellent video demonstrating the extensive teamwork required for this massive effort.

Pursuant to Governor Cooper’s Executive Order 124, the Town of Beaufort will not disconnect utility services for nonpayment of charges incurred between March 31, 2020 and June 1, 2020. (The Town BOC voted on March 16 to suspend disconnection for nonpayment). 

Late fees will not be charged during this time.

Payment arrangements will be reviewed for charges incurred between March 31 and June 1 for balances that are still outstanding on June 20, 2020.

The 400 block of Front Street will be closed beginning at 11 p.m. on Thursday, June 4 and re-opening by 7 a.m. on Friday, June 5. The closure is related to construction at 400 Front Street and involves a crane.

Flood Sign
Floods are the most common natural disaster in the U.S. (nearly everybody has some risk of flooding). 

The top causes for flooding in North Carolina are severe storms, hurricanes, and tropical storms. This type of weather usually results in heavy rainfall and high coastal waters. In addition, North Carolina has 17 major river basins, which typically rise and sometimes crest after heavy rain or snow melts too quickly from the mountains.

Beaufort most frequently faces flash flooding, river flooding and Storm Surge and Coastal Inundation from Tropical and Non-Tropical Systems types of flood hazards. Flash Flood Warning: Take Action! A Flash Flood Warning is issued when a flash flood is imminent or occurring. If you are in a flood prone area move immediately to high ground. A flash flood is a sudden violent flood that can take from minutes to hours to develop. It is even possible to experience a flash flood in areas not immediately receiving rain.

BEAUFORT – The Beaufort Fire Department will be conducting a live fire training exercise on Saturday, July 11, 2020. Residents in the immediate area have been contacted. The training will be conducted at 260 Russells Creek Road.

Motorists should avoid Russells Creek Road on Saturday, July 11 between 7:30 a.m. and 3 p.m. as the road will be closed during the training exercise. Please use Wright Farm Road to access Russells Creek Road.

Thank you for your patience as live training exercises are vital to the fire department.

Beginning Saturday, July 11th, construction crews and equipment are scheduled to begin the work of renewing Professional Park Drive between Live Oak Street (US 70) and Calhoun Street.  The work is expected to take about 7 days but will ultimately be dependent upon the weather and as such, could start and/or end later than anticipated.

 

DESCRIPTION OF THE WORK

The Town of Beaufort is seeking proposals from qualified, professional consultants who will assist the Town in concurrently creating a Comprehensive Land Use Plan and Unified Development Ordinance.

Crews are scheduled to begin paving Professional Park Drive Monday, July 20. Paving will begin in the morning on the 20th and is expected to last through Tuesday, July 21, 2020. 

One lane of traffic will be maintained around paving operations at all times.  

Those driving through the area during paving operations are asked to follow the directions of the flaggers who will be regulating the flow of traffic through the one lane area.

Traffic Notification: Carteret Avenue will be closed to all through traffic beginning Monday, Nov. 30. It will remain closed until Dec. 4. The closure is to install a raised crosswalk between Randolph Johnson Park and Carteret Courts.

Town of Beaufort Public Utilities will need to shut off water in the area of Rutledge Avenue on Thursday, Jan. 7, 2021 in order to make repairs to a water leak. The work will begin at approximately 8 a.m. and is expected to take 2-3 hours to complete. Residences in the immediate area impacted received a door hanger notifying them of the disruption to service on Jan. 6, 2021. We thank everyone for their patience as our crews work to make the necessary repairs.

One major way residents can have a positive impact on the future of the Town of Beaufort is
volunteering to serve on various Town advisory boards and commissions. The residents who volunteer
for these positions are an important link that connects the public to its governing body and are the
advisers who make recommendations that ultimately shape the future of our Town.

This is a general term used for a broad range of methods through which members of the public become more informed about and/or influence public decisions.
Public engagement is important as it can help increase the accountability and transparency of research, help government respond to social needs locally, nationally and globally, help to build trust and mutual understanding.

Take the survey between Feb. 10 - March 10, 2021 and join the meeting on March 23, 2021 to review the results. Weigh in on what you think are the most important topics impacting Beaufort's future by taking the survey. The meeting will be led by the Town's consultant, Stewart, and will provide an overview of the information gathered from the survey as well as talk about the next steps and additional ways for the public to participate.

(June 18, 2021) – GFL Environmental has reported a temporary delay in recycling services for Friday, June 18, 2021.  According to GFL, several recycling trucks are experiencing mechanical issues.  Residents who are scheduled to receive recycling services on Fridays will be affected. Utility Billing Update: If you paid your utility bill by phone in September, you may notice on the bill you received this week that the payment was not reflected on your account. Dinghy Dock at Grayden Paul is Closed

The dinghy dock at Grayden Paul Park on Front Street will close at 7 a.m. Monday, Nov. 8, 2021. All vessels must be removed prior to 7 a.m. Nov. 8.

The Town of Beaufort's Public Works department will be repairing the dock the week of Nov. 8. In order to complete this work, no vessels may be attached to the dock. All vessels must be moved. 

If vessels are not moved prior to 7 a.m. Monday, Nov. 8, the owner will be assessed a removal and storage fee.

We’re continuing to monitor icing conditions in the area tonight. We have strategically staged 2,500 response workers – power line technicians, damage assessors and vegetation workers – to begin restoring power as soon as weather conditions safely allow.

Those workers include Duke Energy crews normally based in Florida, Indiana and Ohio who will assist Carolinas-based Duke Energy workers.

BEAUFORT – The Beaufort Fire Department responded to call for a structure fire at 2:43 a.m. Tuesday, Feb. 1, 2022.

The call was for a fire at 195 Morgan Street on Radio Island. Upon arrival, heavy smoke and fire was showing from a single story boat repair facility.

The Beaufort Police Department is seeking the public's assistance in locating a missing person.

Michelle Ann Rivera, 48, was last seen in the Second Street area of Beaufort on March 2, 2022. Rivera is from the White Oak Drive area of Newport but had been staying in Beaufort the past few weeks. 

Rivera is described as a 5 foot white female weighing approximately 125 pounds with blonde hair and hazel eyes. She was last seen at 430 Second Street where she voluntarily left the residence on foot. She was carrying a book bag and stated she was leaving to do the Lord's work.

We raised our three children in Beaufort, and I'm glad we did.

Beaufort Awarded $225,000 Grant

BEAUFORT – The Town of Beaufort is proud to announce it has been selected by the State Water Infrastructure Authority (SWIA) to receive a Pre-Construction Planning Grant.

The total grant amount is $225,000. The project is for wastewater pump station improvements.

The Board of Adjustment meeting 9.26.22 will be held in the East side of the Train Depot.

The Town of Beaufort (“Town”) is requesting Statements of Qualifications (SOQs) from Qualified Professional Engineering Firms interested in performing planning and pre-engineering work aimed at a producing the basis of design for replacements of/improvements to four Town-owned sewer pump stations. Any firm wishing to be considered must be properly registered with the Office of the Secretary of State and with the North Carolina Board of Examiners for Engineers and Surveyors.

 

BEAUFORT - On Saturday, Oct. 15, the Town of Beaufort, a Watch for Me NC partner, will host in conjunction with the Beaufort Lions Club a safety awareness program during the Beaufort Farmers Market. The event will take place between 9 a.m.- 1 p.m. at the market.

The Town of Beaufort executed an “Offer to Purchase and Sale Contract” on Oct. 2, 2018 whereby the Town agreed to sell its 15-acre tract located at 1809 Live Oak Street.

The agreement also committed the Town to extend water and sewer lines to the property at the Town’s expense.

Cedar Street Paving Project was Completed in November 2023

The Town of Beaufort has numerous long-term projects underway. Each of the projects is listed on this page and project status updates are attached. 

The installation of a duckbill type check valve is planned for the end of the storm water main line that traverses Queen Street from its beginning at Ann until it crosses Front Street whereupon it makes several
turns before it outlets in Taylor Creek. The funds for this upgrade will be taken from the $60,000 slotted for "stormwater work" of the $1.4 million in ARPA grant funds the Town received in 2021 and 2022.

This project was completed in 2023.

A 2018 assessment of street conditions resulted in a report recommending work programs to rehabilitate and preserve Town streets. Undertaking rehabilitation of many of the deteriorating street segments was however, deemed impractical due the presence of deteriorating utility and stormwater lines beneath them. Therefore, this led to an FY 2020 project that provided for the resurfacing of only those streets in need of repair for which the underlying utilities were in good condition together with other street construction work.

A 2018 assessment of street conditions resulted in a report recommending work programs to rehabilitate and preserve Town streets. Undertaking rehabilitation of many of the deteriorating street segments was however, deemed impractical due the presence of deteriorating utility and stormwater lines beneath them. Therefore, the project provides for the resurfacing of only those streets in need of repair for which the underlying utilities are in good condition plus other street construction work.

The developer of the Beau Coast residential development was issued a permit to construct and operate package wastewater treatment plant and high-rate infiltration facilities to serve the planned development
on February 8, 2008. The high-rate infiltration basin (HRIB) was designed as a single pond with a capacity of 350,000 gallons per day (gpd) to received treated effluent from the packaged wastewater treatment

Following Hurricane Florence, the Town applied for Hazard Mitigation Grant Program funding for generators for Town Hall and the Public Works Facility. The purpose for the request for generator funding was to enhance the Town's future post-event recovery efforts. The Town was advised by the NC Department of Public Safety (NC DPS) on May 11, 2021 the Town's application for funding had been approved. The project will be administered by NC DPS using Federal Emergency Management Agency's hazard mitigation assistance grant funds.

The project includes the design, bidding, construction administration and construction observation by Town staff to extended water and sewer service to the planned PruittHealth facility located at 2415
Highway 70. The construction work is to include the installation of a pressure sewer service line beneath Highway 70 via directional drilling and connection of the service line to the Town's 8-inch and 12-inch

Full replacement of sewer pump station #7 is proposed to include a submersible sewage lift station with all equipment and piping, controls, electrical service upgrades, diesel generator, site improvements and the demolition/abandonment of the existing below ground wet pit/dry pit style lift station. The replacement station may be of a higher pumping capacity. The need for such an upgrade will be examined during the design process.

Completion of this project will result in the replacement of the antiquated auto-dialer "monitoring" units at the Town's sewer pump stations with units synchronized to a cloud-based server that can monitor for a
customized set of alarm conditions, provide real-time operational status, and inventory operational data for analysis.

This project was completed in 2023.

The needs of the Public Works Division, Town Hall, and the Police Department are to be assessed. Thereafter, the space needs and site requirements for the operations of these three units is to be determined based upon the assessment findings. Conceptual facility layouts for the current day and 15-year horizon design to accommodate the predicted needs and requirements are to be prepared.

 

This project was completed in 2023 and presented to the Board of Commissioners. 

The listing below is of potential projects being considered for commencement within a year subject to funding approval. Generally, they include those for which preliminary investigations are being made to
ascertain the technical feasibility and cost of execution the projects. The list can also include potential projects for which funding from external sources in the form of grants and/or low interest, long term loans
are being sought and without which, would result in the projects being delayed to future years.

During the latter part of FY 2020, Town staff, supported by consulting engineers, submitted preliminary engineering reports, environmental assessments, and applications to secure a combination of grants and loans from USDA Rural Development for rehabilitation and replacement of portions of the Town's aging water distribution, sewer collection, and stormwater piping systems. This effort resulted in the Town being awarded a financing package consisting of $5.5 million in grants and $18 million in low-interest, long term loans for the work.

The NC Division of Environmental Quality (NCDEQ) 15A 2T Administrative Code provides municipalities and utilities a regulatory path to evaluate historical sewer flows per connection and request a reduction of
the minimum required design sewer flow rate stipulated in the code. Generally, the sewer flow reduction for municipalities is based on Residential Equivalent Units (REU) with the intent of reducing the required

The Division of Water Infrastructure awarded Pre-Construction Planning Grant funding in the amount of $225,000 to the Town on August 31, 2022. This funding was awarded subsequent to the Town's application for funding of to be used for preliminary engineering of improvements to/replacements of sewer pump station numbers 1, 2, 3, 4, and 5. Each of these pump stations was constructed around the late 1960's and are operating in excess of the life normally expected for the type station.

BEAUFORT, NC – Town of Beaufort officials have been closely monitoring the path of Hurricane Ian and its potential impacts on the Town.

It’s undeniable that a child’s reading skills are important to their success in school, work, and life in general. And it is very possible to help ensure a child’s success by reading to them starting at a very early age. As a child, my mother always emphasized the importance of reading.  She would always say to me “readers are leaders” and that has proven to be very true.

BEAUFORT - Charles McDonald, Sr., 74, of Beaufort passed away on Monday, Nov. 21, 2022.

A funeral service will be at 2 p.m. on Sunday, Nov. 27, 2022, at Bridgeway Church of Beaufort, 100 Lockhart Drive. Interment will follow at Carteret Memorial Gardens.

Born and raised in Beaufort, McDonald was a graduate of Queen Street High School and a graduate of Harris Barber College.

Christmas Tree Recycling

Natural Christmas trees are picked up annually by the Town of Beaufort Public Works Department. Please place your live Christmas trees curbside and separate from Yard Debris by 7 a.m. on Monday mornings during the month of January for pickup. Trees are taken to Atlantic Beach for the recycling program.  The last day for pickup in 2023 is Monday, Jan. 30, 2023.

It is with a heavy heart that we announce the passing of former Beaufort Police Chief Marvin Knox. Chief Knox served honorably in the United States Marine Corps prior to beginning his career with the Beaufort Police Department. He served with the BPD from 1969-1999 in a full-time capacity, 16 years as Chief of Police (1973-1989). He then took a support role and served in various capacities through 2011. He was a valued member of the Beaufort community and will be missed.

Front Street Road Closure Announcement

The Town of Beaufort will close the portion of Front Street from Orange Street West to the end of Front Street in the area of the roundabout to conduct work on the catch basin. The closure will start at 6:30 a.m. Wednesday, April 26, 2023. The road will remain closed for the duration of the day while work is completed.

State officials advise against swimming in coastal waters impacted by Tropical Storm Idalia

MOREHEAD CITY – State recreational water quality officials are advising the public to avoid swimming in North Carolina coastal waters from Wright Memorial Bridge in Kitty Hawk south to the South Carolina State Line affected by Tropical Storm Idalia.

MOREHEAD CITY – State officials today lifted the precautionary advisory against swimming issued due to Tropical Storm Idalia is in most ocean and sound-side waters of the state. but a few areas remain under advisory.

BEAUFORT - In August of 2023, the National Park Service (NPS) notified the Town of Beaufort of their intent to terminate their existing lease. The current 10-year contract entered into between the NPS and the
Town in 2013 expires on Jan. 1, 2024. The agreement provided an irrevocable option for the NPS to extend the lease an additional three years with an expiration of Jan. 1, 2027.

Despite the additional 3-year option, the NPS has decided to cease operations in December of 2023; thereby terminating the contract early.

GFL Environmental will be operating on the following trash/recycling routes for the remainder of the year due to the Christmas and New Year's holidays.

"With Christmas and New Year’s Day both falling on Mondays, our operations will be impacted and all routes will be running on a one-day delay," said a spokesperson for GFL to the Town. 

"For example, if a route is scheduled for Monday, it will be run on Tuesday so on and so forth for the remaining of both weeks through Friday which will be ran on Saturday instead."

Winter Storm - January 9, 2024

A significant winter storm is anticipated to impact Eastern North Carolina on Tuesday, Jan. 9, 2024 beginning in the afternoon hours and lasting into the early morning hours of Wednesday, Jan. 10, 2024.

Please use extreme caution as this storm moves through our area. Strong Extreme winds (70-80 mph) are forecast to begin impacting our area this afternoon around 2 p.m.

Tornadic activity is possible along with coastal flooding.

Starting in February 2024, WK Dickson, community infrastructure consultants, will be onsite in Beaufort conducting fieldwork. WK Dickson, the Town of Beaufort’s consultant, has begun work on a project to identify flood mitigation strategies in the Professional Park Drive area including Meeting Street.

ISC Relocates 2024 FAI World Championships Events to U.S. (Beaufort, NC) 

On December 1, the ISC Bureau announced that Crystal Coast Skydiving at Michael J. Smith Field, a public airport in Beaufort, North Carolina, will be the site of the championships 2024 FAI World Championships. The events, which Skydive Chicago and Skydive Paraclete XP will organize jointly at the Beaufort location, will take place October 4-12, 2024.

BEAUFORT, NC– The Town of Beaufort will conduct the bi-annual cleaning of Oceanview Cemetery on May 8, 2024 in accordance with Town Ordinance Sec. 95.08 - Removal of Debris.

The Town conducts cemetery clean-ups twice per year. The public is notified at least 30 days in advance of each established clean-up date.
